Harbor East Marina, located in the heart of Baltimore’s historical Inner Harbor, is now a premier and bustling marina – but back in 2016, it was in need of a new direction. The marina no longer matched the levels of upscale developments surrounding the harbor and it was time to rethink the marina’s offerings.
Oasis Development oversaw the full $9 million marina renovation, including the construction of new floating docks, upgraded electrical systems, IPE decking, and dredging of the northeast corner of the marina.
The remodeled marina now boasts 180 slips and 500 feet of alongside dockage.
The redevelopment, coupled with Oasis Marinas’ management services, led to a 45% positive impact on Net Operating Costs in year one.

Jat is a second-generation General Contractor, holds a Bachelor of Science in Construction Management from East Carolina University and has over $2 billion in construction management experience. Jat has design and construction knowledge of both vertical and horizontal real estate development and has overseen the design and construction of more than 150 marinas across North America. Jat prides himself on adding value to all projects by protecting the Owner’s investment and driving projects to completion while maintaining quality, budget, schedule and customer satisfaction.

Paul’s 20 years in the hospitality industry includes time at Hornblower Group, where as SVP Sales, Marketing & Growth he was responsible for leading all aspects of revenue growth and long-term profitability. He started his career at Hilton (NYSE: HLT), where he served as Director of Corporate Development with responsibility for leading efforts to expand the company’s footprint into new and emerging markets and Senior Director, Global Marketing, responsible for brand and product strategy and management across B2C and B2B market segments worldwide.
